1. Heidelberg University, Germany:
There is no tuition fee for both undergraduate and master’s programs, however, there is some fee charged per semester. For students with extraordinary academic backgrounds can avail scholarships through the German Academic Exchange Service (Deutscher Akademischer Aus-tauschdienst – DAAD).
The accommodation and food are not covered that costs around a minimum of €670 per month.
2. Technical University of Munich, Germany:
Here you just need to pay € 114.50 per semester while there is no tuition fee.
Living here is comparatively expensive. According to an estimation, it takes € 830 per month that includes rent and accommodation expenses only. While applying for a visa you have to show the testimonial that you will have € 659 per month at your disposal.
3. Sant’Anna, Pisa, Italy:
It is one of the cheapest universities in Europe. You need to learn some basic Italian language before securing admission although the medium of teaching is English. The main departments of this university are social sciences and experiments and applied science. Apart from tuition fees this university also covers living expenses.
4. University of Berlin:
This is also a tuition-free university but you have to bear the other expenses such as, rent and food that costs around 700 Euros a month. The main degrees offered by this university are related to arts and the medium of education is English.
5. University of Göttingen, Germany:
It offers various programs in Humanities, Law, Natural Sciences, and Social Sciences. Not all the programs are offered in English, however, you can find programs that are being taught in English as well.
Also, you need to pay an administrative fee of around 300 Euros per semester.
6. Scuola Normale Superiore, Pisa, Italy:
It is a top-rated prestigious institute in Italy, it also secures a good position in all Europe. It offers undergraduate programs mainly in humanities, political science, biology, chemistry, and physics. Apart from the tuition fees it also covers the living expenses of your housing and feed.
7. University of Helsinki, Finland:
The University of Helsinki will give about 50 scholarships to qualified degree students who are accepted to study in an International Master’s Degree Programme. The different scholarships are of 3 types:
You can get a fully Funded Grant of tuition fee along with 10 000 EUR. The other scholarship will cover the full tuition fee grant. The third scholarship will offer you a study grant of 10 000 EUR.

8.University of Oslo, Norway:
This is one of the oldest institutes of Norway founded in 1811. It is an extremely well-reputed institute with 4 Nobel prize winners. This institute mainly focuses on research-based study and offers more than 800 courses in English at all levels, around 40 Master's degree programs taught entirely in English, and several Ph.D. programs.
While being tuition-free you still have to get things like books and personal expenses; such as laundry, transportation rents, and bills by yourself.
9. Freie Universitaet Berlin, Germany:
In most of the graduate and postgraduate programs, the Freie Universität Berlin doesn’t charge any tuition fee. However, you need to arrange your accommodation and other educational expenses that would be around 600 to 700 Euro.
So, if you want to study in some European institute with no tuition fee you must consider these student benefits. But still, you need to do arrangements for the other expenses that are on you before opting for a degree in Europe especially if you.
10. Norwegian University of Science and Technology, Norway:
NTNU also doesn’t charge any tuition fees. Students still have to bear their own living expenses. But for students who are not citizens of EU/EEA/EFTA countries must show a bank statement that shows they have enough balance to live in Norway so that they would be granted a student visa.
